Ⅰ. 서 론
일제강점기 영향을 받은 한국의 교육행정은 수많은 규제와 법령, 그리고 집권적 행정에 익숙하여 중앙정부는 단위학교까지 직접 통제하려 하는 경향을 보이곤 하였다. 이러한 규제는 교육의 비효율성과 비생산성을 낳고 선진국가로 발돋움하고자 하는 시대상황에 부합하지 못하는 주요한 원인으로 간주되곤 하였다.
우리 교육이 안고 있었던 비효율적 측면을 제거하고 국가경쟁력 강화를 위하여 1995년 대통령자문 교육개혁위원회는 초중등부터 대학교육까지를 망라한 야심차고 획기적인 교육개혁 조치들을 발표하였다. 이러한 교육개혁조치들은 분권화, 탈규제화, 그리고 탈관료화의 정책기조위에서 성안되었으며 정책결정자들의 교육정책에 관한 관점을 학교나 교사위주의 공급자적 시각에서 학생과 학부모 중심의 소비자위주로 전환시키는 중요한 계기가 되었다.
현재도 추진되고 있는 학교운영위원회, 수행평가, 교장공모제, 교원평가 등과 같은 교육정책의 뿌리는 5.31교육개혁으로부터 태동한 것이라고 할 수 있다. 이러한 5.31 교육개혁은 시대변화를 수용하고 이를 정책으로 전환하여 교육과 사회를 변화시키고자 하는 정책의사결정과정의 산물인 것…(생략)
