1) 자원봉사프로그램의 성격 및 제도 변수의 선정
먼저, 프로그램의 성격과 관련하여서는 중앙정부의 지방행정기관에서 이루어지는 것인가 아니면 지방정부와 그 산하 기관에서 이루어지는 자원봉사프로그램인가를 구분하고, 둘째, 자원봉사활동을 통해서 생산하는 서비스가 사적 서비스인가 아니면 집합재인가를 구분하였다. 셋째, 자원봉사 프로그램에 참여하는 집단이 일반시민들인가 아니면 학생들인가에 따라 프로그램을 구분하였다.
자원봉사프로그램의 관장과 관련하여서는 각 부서에서 직접 관장하는 분권화 방식, 전담 부서를 두어 일괄적으로 관장하는 집권화 방식, 자원봉사센터에 맡겨 관장하는 방식으로 구분하였으며, 자원봉사자의 활용 방식과 관련하여서는 상시적 활용, 특별한 업무가 있을 때 활용하는 방식, 그리고 학생들의 신청에 의한 방식으로 구분하였다.
자원봉사프로그램 운영과 관련하여서는 프로그램의 운영을 위한 예산의 유무와 그리고 모집, 교육과 배치, 평가, 그리고 인정과 관련한 다양한 제도를 변수로 선정하였다. 먼저, 모집과 관련하여 정부기관이 자원봉사자를 모집하기 위한 기관 내의 각 부서의 수요조사 제도, 자원봉사자가 맡…
