I. 머리말
정치 · 사회변동과 민주화와의 상호작용속에서 정치적 리더쉽은, 번즈(James MacGregor Burns)의 표현처럼, 매우 중요하고 가장 주목할 만한 현상임에도 불구하고 연구가 잘 되어 있지 않은 그리고 가장 이해가 안되고 있는 분야중의 하나이다(Burns, 1978:2 ; Yeong, 1993:1). 그 이유 중의 하나는 리더쉽에 대한 개념화의 어려움에서 찾아볼 수 있다. 비교적 안정된 정치발전과 제도화를 통해 엘리트의 사회적 충원과정을 걸어온 서유럽국가들의 경험을 바탕으로 정립된 정치적 리더쉽의 개념은 상이한 정치 · 사회적 변동과 갈등을 겪고 있는 여타 다른 나라와는 많은 차이점을 보이고 있기 때문에 하나의 일반화된 개념정의는 많은 문제점을 가질 수 밖에 없었다(이범준·신승권, 1987:116 ; Kellerman, 1984 ; Blondel, 1987). 특히, 제2차 세계대전이후 독립한 제3세계 국가들의 정치적 리더쉽에 대한 연구는 그 개념화에 있어 많은 주의를 필요로 하였다.
둘째, 정치적 리더쉽은 지도자가 타인에게 영향력을 행사하는 과정에서 일어나는 인간의 상호관계이므로 그 범위가 광범위하다(이범준·신승권, 1987:116 ; 이극찬, 1991:253). 연구의 범위…
