본문/내용
그러나 대결적 정책대응은 핵실험이라든가, 군사훈련 등의 안보정책에 국한되고 있으며, 경제분야에서의 양국 간 무역과 해외직접투자에 있어서는 변화보다는 지속성을 보여주고 있다. 그런데 이 변화의 실체를 정확하게 평가할 필요가 있다. 중∙일 관계의 틀에서 바라보면 1972년 이후의 밀월관계가 끝나고 새로운 관계가 시작되는 것이라 할 수 있기 때문이다. 1989년의 천안문 사태 때에는 G-7 파리정상회담에서의 공동선언에 서명하고서도 ODA의 협상 중단 이외의 무역과 직접투자에서의 제재와 상사 주재원의 철수 등은 전혀 실시하지 않음으로써 많은 국가들로부터 비난을 받던 모습과는 큰 차이를 보이기 때문이다.
반면 미∙일 동맹의 틀에서 바라본다면 여전히 동맹국으로서의 역할을 방기하는 절제된 행동이 일본 외교정책의 성격으로 평가된다. 1995년에 있었던 대만해협에서의 세 차례에 걸친 탄도미사일 실험과 세 차례의 군사훈련에 대해 클린턴 대통령은 장쩌민 주석 앞으로 보내는 친서를 통해 군사훈련을 비판하였으며 외교정책 관련 고위관료들은 ‘심각한 결과’를 초래할 수 있다고 경고하였는가 하면, 대만해협 주변에서는 베트남 전쟁 이…
