본문/내용
상기한 바와 같이 기업가 정신이 왕성하고 기술창업수요가 높으며 연구결과의 상업화와 기술이전에 대한 노력이 많이 이루어지고 있음에도 불구하고 실제 창업은 그 수준에 미치지 못하고 있다. 연구소 연구원과 연구소간의 가장 미시적인 네트워크를 보면, 연구원의 창업이 증가함에도 불구하고 연구단지의 연구소들은 연구원의 창업에 대해 상당히 폐쇄적인 것으로 나타났다. 연구소의 입장에서 소속 연구원들의 창업에 어떠한 자세를 갖고 있는지를 질문한 결과 ‘연구원들의 창업을 적극 권장하고 있다’가 14.8%, ‘개인 문제이므로 상관하고 있지 않다’가 25.9%, ‘연구소의 연구 결과를 개인 목적으로 활용하는 것은 금지되어 있다’가 51.9%로 나타났다. 특히 민간 연구소의 경우 연구 결과를 개인 목적에 이용하는 것을 적극적으로 금하고 있는 것으로 나타나(<표 10> 참조), 미시적 네트워크가 이루어지지 않는 것으로 나타났다. 그러나 한국과학기술원은 자체 창업보육센터를 설립하여 21개 첨단기업을 대전지역으로 졸업시켰으며, 충남대학교에서는 5개 사의 첨단창업기업을 보유하고 있어 연구소와는 다른 경향을 보이고 있다.
