본문/내용
본 연구에서 영국과 스웨덴을 한국의 비교대상으로 선정한 이유는 다음과 같다. 영국의 경우 여성을 주요 수혜자로 하는 국가정책 및 복지제도의 기본전제는 남성부양자모델이다 (Lewis, 1992). 파스칼(1997: 25)은 영국의 사회정책을 젠더관점에서 비판하면서 가정내 여성의 지위적 불평등과 사회정책이 여전히 결혼 생활내에서의 여성의 의존성을 공고히 하는 의존적 가족형태를 오히려 지지하고 있다는 사실에 입각한다. 이러한 영국의 사회제도는 한국의 가부장제를 전제로 하는 국가정책과 그 맥을 같이 한다고 볼 수 있다. 또한 많은 국가정책적 차원의 공적서비스제공이 급속히 민간부문으로 민영화되어 가고 있는 영국의 경우 여성복지전달에 있어서도 새로운 변화가 모색되고 있다. 이러한 영국의 변화는 젠더정책에 대한 열의를 나타내는 한국정부의 움직임에 적잖은 고려의 여지를 지니고 있다.
이와는 달리 또 다른 학자들(e.g. Hernes, Duncan)은 스칸디나비아 국가들, 특히 스웨덴의 복지정책은 국가의 적극적 관여로 젠더평등을 재생산하고, 젠더평등을 제고하는 친여성주의를 도모하는 정책을 추진한다고 주장한다. 이들 북유럽의 국가들은 실제로 다른 국가들에 비해 젠더의 전통적 역할을 부정하면서 여성들의 사회활동의 다각화를 위한 정책구현을 시도한다. 물론 이들의 정책을 사적 가부장제에서 공적 가부장제로의 전이라 비판하는 학자도 있지만 (Walby, 1990, 1997) 여성의 삶의 질 높이기를 추구하는 북유럽국가의 정책은 한국의 여성정책을 연구하는 데 많은 시사점을 주고 있다.
이런 점에 주목하여 한국의 여성정책의 발전에 있어 정부역할의 모색 및 제도적 고안의 비교영역으로 영국과 스웨덴을 선정하였다.
