1. 상호접속 패러다임의 변화
상호접속 패러다임의 변화는 통신시장의 경쟁 환경 변화와 서비스 시장의 성숙 과정과 그 맥락을 같이 한다. 중계망접속(one-way interconnection) 패러다임 아래에서는 기존 시내사업자가 엑세스망을 보유한 유일한 독립망 사업자로 시외・국제전화시장에서 중계유선사업자와 경쟁한다. 이와 같이 불평등한 경쟁 상황 아래에서는 기존 시내사업자가 신규 중계유선사업자에 대해 접속서비스의 제공을 거부 또는 지연하거나, 원가와 지나치게 괴리된 부적절한 접속료의 요구, 계열회사와의 차별적 대우 등 시장지배력(market power)을 남용함으로써 사업자간 공정경쟁을 저해할 가능성이 있다. 따라서 우리나라를 포함한 대부분의 선진국에서는 애로설비(bottleneck facilities)인 銅線(copper) 가입자선로를 보유한 기존 시내사업자의 시장지배력(market power) 남용을 방지하고 공정경쟁(fair competition) 기반을 조성하기 위해 시내사업자에 대해 상호접속제공(mandatory provision of interconnection), 원가주의(cost-orientation), 비차별적 대우(non-discriminatory treatment), 회계분리(sep…(생략)
