그런데, 1979년부터 1997년까지 20여년을 집권한 보수당정권의 신자유주의적 정책과 1960년대 이후 꾸준히 진행되었고 보수당정권의 정책으로 더욱 가속화된 영국의 산업구조변화와 사회적 변화는 자율주의적 노사관계제도 하에서 노동자의 권익을 보호, 신장해온 가장 중요한 수단인 파업과 피켓팅을 이용하기 어렵게 만들었을 뿐만 아니라 조합원의 감소로 인한 조직력약화를 초래하였다. 전통적 노동조합주의가 구조적인 위기에 봉착한 것이다. 1997년에 노동당이 재집권하고 유럽연합의 사회헌장에도 가입함으로써 정치적인 조건은 유리해졌으나, 노동조합이 제대로 침투하지 못했거나 단체협상의 경험이 일천한 서비스업부문의 팽창, 비정규직이나 여성의 경제활동 증가 또는 인종적 다양성에 따른 노동자계급의 내부구성의 다양화, 그리고 세계화의 진전에 따른 자본의 이동성 증가 등의 사회경제적 환경은 여전히 불리하고 위협을 가하고 있다. 그리고 국내정치적 여건이 보수당정권 때와 비교하면 나아졌다고 하나, 재집권한 노동당은 6-70년대의 노동당이 아니다. 지금의 노동당은 더 이상 노조만의 정치조직으로 기능하기를 거부하고 있으며, 오히려 자본가계급과 …
