I. 서론
세계경제의 한 축으로써 부상하고 있는 동북아는 21세기 한반도의 장래를 결정지을 환경으로서 작용하게 된다. 그러나 동북아의 과거 냉전체제의 구도가 와해되기 시작하고 아직 새로운 질서가 정립되지 않고 있는 유동적인 상황을 감안할 때 한반도의 역할은 가변적일 수밖에 없다. 동북아에서 한반도가 보다 긍정적인 역할을 수행하고 주변 4강의 이해관계를 조정할 수 있기 위해서는 적극적인 자세로 그 역할을 모색해야 할 시점에 와 있다. 경제적인 측면에서도 한반도는 비록 통일에 따른 시장규모의 확대나 북한 노동력에 의한 가격경쟁력의 회복 등 단기간의 통일이익을 누릴 수가 있을 것이나, 장기적으로는 거대 중국과 기술선진국 일본사이에서 어려운 경쟁상황에 직면하게 될 것이다. 중국이나 일본과 전면적인 경쟁을 원치 않는다면 한반도가 취할 수 있는 유일한 선택은 중국, 일본, 러시아 등 주변국가와의 상호 보완적인 산업구조를 구축하고 문화적으로도 교량 역할을 수행할 수 있도록 연계성을 확보해야만 할 것이다.
이러한 연계성의 확보는 한반도의 안보를 위해서나 경제적 생존을 위한 최선의 선택이며, 다방면에서의 연계성확보 전략이 동…
