21세기의 소득분배문제와 대응방향
I. 문제의 제기
지난 40여년동안의 성장과정에서 우리는 수 많은 어렵고 힘든 일들을 극복해 왔다. 그러나 도전과 시련은 결코 끝난 것이 아니다. 21세기를 목전에 두고 있는 우리들은 다시 수 많은 도전에 직면해 있다. 한반도의 통일과 함께 급변하는 기술환경과 정세변화에 부응하면서 지구촌에서 존경받는 한 구성원으로서 그리고 국민들에게 충분한 보호와 자존감을 공여하는 국가로서 우리나라를 세워가는 것이 시대에 우리에게 주어진 하나의 중요한 사명이라고 할 수 있을 것이다.
이러한 위상으로 국가를 발전시켜 가는데 있어서 가장 기본적인 전제가 되는 것은 소위 국가의 힘이라고 말할 수 있다. 국가의 힘이 무엇인가에 대해서는 보는 관점에 따라 다양한 주장을 할 수 있겠지만 국력이란 일단 경제력으로 가시화된다고 볼 수 있다. 그러나 국력이 필요조건은 될 지언정 충분조건까지 된다고는 말할 수 없다. 국민의 윤리의식과 삶의 질이 앞선 수준을 유지해야한다. 범세계화시대에 걸맞는 의식의 성숙화가 있어야 한다. 이와같은 비물질적인 요소들은 그 자체를 직접적인 힘으로 계산하기는 어렵지만 국력을 뒷받…
I. 문제의 제기
