본문/내용
군비통제(Arms Control)라는 개념은 국가 안보 증진과 전쟁의 참화 방지를 위해 오랫동안 주목되어 왔다. 군비통제에 대해서는 상당히 많은 기존 연구 업적들이 있어왔지만 국가들로 구성되는 체제(system) 개념과 연계된 연구 성과는 다소 미흡해 보인다. 그리고 탈냉전 이후 군비통제에 대한 관심은 초강대국들간의 양자적(bilateral) 관계 중심으로부터 지역 체제 내 국가들의 다자적(multilateral) 관계 중심으로 이동되고 있다. 여기서의 다자적 관계는 양자적 관계에 비해 국가적 특성 뿐 아니라 국제 체제의 성격이 더 중요시된다는 특징을 갖는다. 따라서 국가간 군비통제 합의가 세계 및 국가 안보에 크게 공헌할 수 있다고 가정 할 때, 다자적 지역 군비통제를 진전시키는 요인들을 국제 체제에 관한 기존 이론들을 통해 찾아 볼 필요가 있다. 이 글에서는 국제 체제를 설명하는 이론중에서 세력균형 이론과 상호협력 이론이 군비통제와 어떤 관련을 맺는가에 주목하고 있으며 그 상관 관계를 경험적으로 검증해보고자 한다. 그리고 군비통제 합의가 지역 체제라는 환경에서 산출되기 위해서는 별도의 특정한 변수가 고려되어야 하는지도 확인해볼 것이다.
