본문/내용
초기에 중앙계획 경제제도가 지향했던 목적중의 하나는 시장경제적 생산수단이 유발하는 소비와 생산의 ‘무정부적 상황’을 극복하자는 것이었다. 따라서 생산수단의 공유를 기초로 한 중앙계획방식은 움직일 수 없는 구성요소로 인식되어 온 것이다. 그러나 사회주의 여러 나라들은 경제계획을 추진하는 과정에서 경제의 효율화를 위하여 불가피하게 시장경제적 자원배분양식을 활성화시키려는 시도를 하게 된다. 이 과정 속에서 사경제적 경쟁자본주의와 관료주의적 국가사회주의간에 ‘제3의 길’이 추구되는 경향이 나타난다. 비교적 일찍부터 경제개혁에 앞장서온 사회주의적 시장경제를 추구하고 있는 국가들의 경우 위에서 논의한 바대로 중앙계획은 일종의 테두리계획 수준에 머무르므로 기업성과는 계획의 달성여부에 의해서라기 보다는 시장성과의 형태로 결정된다. 그러나 국가는 다양한 수단으로 시장에 개입함으로써 시장운동의 방향타를 결정한다.
