I. 하락하는 노동조합의 시장가격
버밍햄(Birmingham)은 영국 중부지역의 대표적인 산업도시이다. 런던에서 기차로 약 한 시간 반 가량 떨어진 인구 백만의 도시 버밍햄에는 ‘항상 비가 내린다.’ 그러나 노동조합 지도자를 만나러 간 그 날에는 날씨가 맑았으며, 산업도시 버밍햄은 어느새 우중충한 옷을 벗어버리고 말끔한 그린 타운으로 변해 있었다. 몇 년 전만해도 쉽사리 눈에 띄었던 공장건물과 굴뚝은 사라지고 정원수와 꽃들과 주택들이 들어섰다. 관공서로 쓰였던 빅토리아시대의 고색창연한 건물은 호텔로 개조될 예정이며, 다운타운에는 컨퍼런스쎈터와 백화점건물이 건축되고 있었다. 버밍햄에는 이제 더 이상 ‘비가 내리지 않는다.’ 그 날 비는 중북부에 위치한 전통적 산업도시인 리버풀(Liverpool)에서 내렸다. 공공노조 수천명이 거리시위를 하고 있다는 소식이었는데, 분쟁조정국의 부국장인 리피애트(Lippiatt)씨는 곧 수습될 것으로 확신했다. 그의 말대로 리버풀 시위는 며칠 후 곧 잠잠해졌다. 예전 같으면 가장 큰 규모를 자랑하는 공공노조(UNISON)가 지부 파업을 지원하여 동맹파업(2차 파업)을 감행했을 터이고 노동조합의회(Trade Union C…(생략)
