1. 정부의 대응
우리나라는 기후변화협약 대응을 위해 지난 `98년부터 `범정부대책기구`를 구성하여 정부종합 대책을 수립·추진하고 있으며 `02. 3월 이의 2차대책을 수립한 바 있다.
2차 대책의 기본방향은 정보통신·미래첨단기술 등 에너지 저소비형 산업으로의 이행을 가속화시켜 나가면서 산업·수송·가정 등 각 부문에서의 에너지절약 노력을 일층 강화하여「에너지절약형 경제구조」를 조기에 구축하고, 이를 바탕으로 지구온난화 방지를 위한 국제적 노력에 기여해 나가는 한편, 우리의 에너지소비 현실을 온실가스 감축부담협상에 적극 반영하는 것이다.
