요약문
다가올 21세기에는 국가의 경쟁력이 그 국가의 정보력을 바탕으로 강화되기 때문에 세계
각국은 `정보고속도로`건설에 초점을 맞추고 국가프로젝트들을 수행하고 있다. 그러나 우리
는 이러한 대세속에서 그 정보화의 대세가 공공적성격의 도서관에 있지 않다는 것을 알고
있다. 이것은 미국의 의회도서관, 영국의 대영도서관, 프랑스의 테제베와 같은 국가를 상징
하는 도서관에 비해 우리나라의 최대도서관인 국회도서관이나 서울대도서관이 초라하기 그
지없다는 것을 보아도 금방 알 수 있다. 국가의 정책이 공공정보의 핵심기관인 도서관에
대한 새로운 정책과 지원을 하지 않는 한 1970년대의 국가경제력 건설에만 힘쓴 것이 불과
30년도 안된 지금 이렇게 사회의 부정부패와 사회문제로 고통받는 것처럼 2000년대의 걸림
돌인 정보사회의 사회적문제에서 영원히 헤어나지 못하게될 것이다. 디지털도서관은 세계
선진국들 사이에 유행처럼 번지고 있으며 특히 대학도서관들이 그 프로제트들의 중심을 이
루고 있다. 우리나라 또한 서울대의 사회과학정보센터나 홍익대의 전자도서관 등 많은 대
학들이 디지탈…
