본문/내용
보호작업장의 정의와 관련하여 미국 노동부에서 최저임금 면제인가를 허락하였을 때, 재활시설은 보호작업장이 된다. 1970년 워싱턴 주에는 노동부 최저임금 면제인가를 한 보호작업장이 50여개가 되었다. 이 중 18개 시설은 직업평가, 직업훈련, 그리고 장기 보호고용과 같은 재활서비스를 주 정부에 판매하는 사업을 전개하였다. 1969년 미국 보건, 교육, 복지부(HEW)의 재활서비스국에 의해 발간된 재활시설조사 평가 매뉴얼 4항 d호에는 독립 연간 결산회계를 의무화하였다. 직업재활부(DVR)와 워싱톤 재활산업협회(Woshington Association of Rehabilitation Industries)를 시설의 회계연도 종료 후 90일 이내에 결산회계가 이루어지도록 규정하였다. 위 매뉴얼 7항 b호에는 일반회계과정을 규정하고 이에 실업회계과정을 인정하였지만, 통일 사회경제보고체계(the Uniform Socio-Economic Reporting System)을 사용하도록 권장하였다. 17항 a호는 시설의 초기면접과정을 규정하고 19항 b호는 보호작업장에 최소한 3명의 행정요원과 최소의 12의 내담자에 대해 최소 3명의 수퍼바이저를 두도록 하였으며, 이후 12명 이하의 내담자에 대해 최소 1인의 직원을 두도록 규정…
