본문/내용
NAFTA는 섬유 및 의류 무역의 성장을 극동지역으로부터 NAFTA 국가들로 이전시켰다. NAFTA는 멕시코와 캐나다를 미국에 대한 최상위 2개의 섬유 및 의류 공급국들로 만들었는데, 이들 제품은 미국산 원사와 섬유를 포함하고 있는 것들이기 때문에 미국의 생산자들에게도 이로운 것이다. 1993년에서 1996년 사이 미국이 중국, 대만, 홍콩, 한국으로부터 수입한 섬유와 의류의 양은 13% 감소한데 반해 캐나다와 멕시코로부터의 수입은 2배 이상 증가했다. 의류의 경우, 미국의 수입에서 멕시코가 차지하는 비중은 1993년 4.4%에서 1996년 9.6%로 증가한 반면, 동아시아 4국(중국, 홍콩, 대만, 한국)의 비중은 같은 기간 동안에 39%에서 30%로 감소했다. 북미산 제품에 특혜적으로 적용되는 NAFTA의 엄격한 관세 및 쿼터 규칙들 때문에, 캐나다와 멕시코로부터의 수입제품들은 미국 섬유 재료들을 점점 더 많이 함유하고 있다. 이에 비해 아시아로부터의 수입품들은 미국산 재료들은 아주 제한적으로 사용하고 있을 뿐이다.
북미산 제품에 특혜적으로 적용되는 NAFTA의 엄격한 관세 및 쿼터 규칙들 때문에, 캐나다와 멕시코로부터의 수입제품들은 미국 섬유 재료들을 점점 더 많이 함유하고 있다. 이에 비해 아시아로부터의 수입품들은 미국산 재료들은 아주 제한적으로 사용하고 있을 뿐이다.
