본문/내용
첫째 상호 의존성에 대한 인식 개발
둘째 유인체의 존속
기관 상호간의 통합에서 간과할 수 없는 것이 Social power이다. Olsen(13)은 Social power의 두 가의 이론을 제기하고 있다.
첫째, Social power의 의존적 이론, 모든 Social power 두 사람 이상의 관계에서 형성되는 것으로 의존관계가 성립되면 거기엔 Social power가 존재하게 된다.
둘째, Social power의 신뢰적 이론 : 상기 의존적 이론과 같은 가설에 의한 것이나 여기서의 의존성은 다른 사람에 대한 신뢰에 두고 있는 것이 다르다.
재활시설의 통합은 의존적 관계보다는 신뢰적 관계에 의해 형성되어 나가는 것이 바람직할 것이다. 여하간 재활시설의 통합을 위해선 어떤 형태의 사회적 힘이 활용되어야 한다.
아무리 기관간의 장애자 재활을 위해 통합이 잘되어 있다 하더라도 기관 상호간의 지역사회자원분배상에 갈등이 없을 수 없다. 또한 기관 상호간의 의존성과 독립성을 욕구 사이에 갈등이 존재하게 마련인 것이다. 이러한 갈등을 해소시키는 방안을 Levine과 그의 동료들은 다음과 같이 제시하고 있다.
첫째 자기 기관 기능의 한계점 인식
둘째 기관 상호간의 조직에 대한 이해
셋째 기관간의 다른 점과 긴장도의 인식과 분석 및 그 해결책의 추구
넷째 기관 상호간의 상호 의존성의 인식
다섯째 보상이나 유인체의 확보
여섯째 전문조정기관의 설치
이러한 기관의 통합적 노력이 장애자의 재활이라는 목적을 위하여 이루(p.14)어져야 하나 너무 통합에만 치중하다 보면 통합을 하는 본래의 목적을 잃게 되고 통합 그 자체가 목적이 되버릴 수가 있게 된다. 따라서 기관의 통합기능이 기관고유의 특수한 기능을 위협해서는 안된다. Scott(15)은 재활 기관의 통합기능의 목적을 다음과 같이 설명하고 있다.
