본문/내용

<요약> 선진국과 후발산업국간에는 지식이 갖는 여러 가지 특수성, 예컨대 지식의 불완전 이전성 등으로 후발산업국들이 선진국의 지식과 기술을 쉽게 완전히 이전받는 것은 매우 어려움. 따라서 후발산업국은 자국의 발전을 위해 두 가지 선택에 직면하게 됨: 첫째 선진국 다국적 기업들의 직접투자를 유치하여, 자국을 다국적 기업들의 생산기지화하여 그들의 생산 및 기술적 지식을 확산(spill-over)시키든지, 둘째, 아니면 자체적인 연구개발투자를 강화하여 해외기술을 습득하고, 자체적인 기술역량을 발전시켜야 함. 일반적으로 아르헨티나 등 남미의 여러 국가들은 첫 번째 유형에 속하며, 우리나라를 포함한 여러 아시아 국가들은 두 번째 유형에 속함. 이렇게 볼 때 미국을 비롯하여 지식과 기술을 창출하여 후발 산업국들에게 지식과 기술을 전수시키는 선진국들, 그리고 남미형 통합주의 후발국가들, 아시아형 독립주의 후발국가들간에 국가 연구개발 시스템 및 정부의 연구개발 행동주의에 차이가 생기게 됨. 우리 나라의 경우 소위 IMF 사태 이후 예전과 같은 독립주의적 발전전략으로 제2의 일본과 같이 될 수 있을 것인가, 아니면 다국적 기업들에게 우리의 기업들을 매각하고, 새롭게 다국적 기업들을 유치하여야만 지속적인 발전을 할 수 있을 것인가 기로에 있음. 이러한 관점에서 볼 때 남미형과 달리, 그리고 완전한 일본형과도 차이나지만, 지식창출과 고급인력양성을 위한 자체적인 연구개발 및 기술혁신 노력이 무엇보다 중요하고, 이에 대한 정부의 행동주의가 요망됨. 뿐만 아니라 두 가지 발전전략과 관련된 미래의 한국모습에 대한 추가적이고 본격적인 연구가 필요함. 1. 서 o 일반적으로 정부의 연구개발 행동주의(activism)와 국가연구개발시스템(national R&D system)은 어느 국가에 있어서나 서로 많은 공통점들을 지니고 있지만 미국을 위시한 선진국들과 후발 산업…
