5. 성주류화와 경제위기: 1998- 현재
1) 경제위기와 여성의제
이 시기에는 정부와 여성운동이 성주류화라는 동일한 정책 언어를 사용한다는 점에서 흥미롭기도 하며, 90년대 후반의 여성운동과 여성정책의 특징을 드러내 주고 있다.
1998년에 대통령직속 여성특별위원회가 설립되었다. 여성특위는 여성정책의 추진기조를 여성정책의 주류화, 여성의 대표성제고, 여성인력의 육성 및 경쟁력제고, 여성의 국제협력활성화 및 여성계와의 협조체제 강화로 설정하였다. 그리고 정부 부처 중 법무부, 행정자치부, 교육부, 농림부, 보건복지부, 노동부에 여성정책담당관제를 신설하여 여성관련 정책을 추진하는 틀을 마련하였다.
그러나 이 시기는 그 동안 이루어놓았던 여성운동과 여성정책의 성과들이 97년 이후 경험하게된 경제위기와 신자유주의적 정부의 정책기조 속에서 무력해질 수 있는 정치적 기회구조를 형성하고 있다. 오히려 경제위기와 신자유주의의 확산 과정에서 고용평등의 이슈는 여성노동의 비정규직화와 실업, 그리고 빈곤여성의 확산으로 난항을 겪었다. 다른나라의 경험에서 본다면, 경제위기나 불황기에는 여성과 관련된 예산이나 기구를 축소…
1) 경제위기와 여성의제
이 시기에는 정부와 여성운동이 성주류화라는 동일한 정책 언어를 사용한다는 점에서 흥미롭기도 하며, 90년대 후반의 여성운동과 여성정책의 특징을 드러내 주고 있다.
1998년에 대통령직속 여성특별위원회가 설립되었다. 여성특위는 여성정책의 추진기조를 여성정책의 주류화, 여성의 대표성제고, 여성인력의 육성 및 경쟁력제고, 여성의 국제협력활성화 및 여성계와의 협조체제 강화로 설정하였다. 그리고 정부 부처 중 법무부, 행정자치부, 교육부, 농림부, 보건복지부, 노동부에 여성정책담당관제를 신설하여 여성관련 정책을 추진하는 틀을 마련하였다.
