본문/내용
이 경우는 토지소유자가 개발을 하기 위해서는 D가 R보다 큼을 입증하여야 하고 토지를 보전하기로 결정해도 보상을 받지 못한다. 보전가치에 대한 정보가 수집되지 않을 때 토지소유자가 보전하면 Ra를 얻고 개발하면 D+Da-K를 얻게 된다. 보전가치를 조사하여 RD이면 편익은 정보수집을 하지 않을 때하고 똑같게 된다.
여기에서도 규제자가 입증책임을 질 때와 마찬가지로 θ≠0 일 경우 토지이용단계에서 비효율적인 선택이 이루어진다.
