de Melo and Tarr(1992)는 다른 연구에서 추산된 미국의 보호비용이 비교적 작은 이유는 대부분의 연구가 부분균형모형에 근거하였기 때문이라고 주장하면서 산업간 연관관계를 고려할 수 있는 일반균형모형을 사용하였다. 일반균형모형이 부분균형모형보다 더 바람직한 특징을 지닌 이유는 한 산업에서 관세가 부과될 경우 다른 산업에도 영향을 줄 수 있다는 산업간 연관관계를 고려하기 때문이다.
Feenstra(1992) 역시 미국산업을 대상으로 보호무역의 후생적 효과를 계산한 바 있다. 1985년을 대상년도로 사용하여 수요, 공급모형에 근거하여 관세가 주는 경제적 효과를 분석한 바 있다. 추정결과에 따르면 보호비용이 미국 GDP의 0.3%에서 0.73%수준이다라는 것을 밝히었다. Arce and Kenneth (1994)는 산업을 aggregate하여 보호비용을 측정하였다. 특히 이들은 산업별로 관세가 uniform하지 않은 경우 실제보호비용이 어떻게 발생하는지를 측정하는데 주력하였다. 또한 다른 연구자들과의 방법론상의 차이점은 이들은 계산가능한 일반균형모형(Computable general equilibrium model 을 사용하였다.
