Ⅰ. 서 론
1990년대 들어 세계무역기구(WTO) 협상 타결과 그에 따른 무역자유화, 시장개방, 다국적 기업들의 세계적인 경영 등으로 글로벌화가 더욱 빨라지고 있다. 글로벌화(globalisation)는 제조업을 선두로 서비스업 그리고 1980년대 후반부터는 공기업에 속했던 필수적 서비스(utilities) 산업의 부문까지 양적으로 계속 확장되어 가고 있다. 이미 글로벌화된 산업들에서는 질적으로 심화되고 있다. 이들 필수적 서비스에 속한 산업들 가운데 비교적 빠르게 글로벌화되고 있는 산업으로 통신과 전력산업을 들 수 있다.
한편 이들 필수적 서비스산업의 글로벌화는 민영화, 시장개방 그리고 규제제도의 수립 및 경쟁의 도입 등이 상승작용을 하면서 더욱 가속화되고 있다. 즉 국내 시장개방－경쟁의 도입－글로벌화 촉진－국내 경쟁의 심화－국제적 경쟁 격화라는 나선형적 발전을 하게 된다. 예를 들면 미국의 구(舊) ‘Bell Systems’을 ‘지역 벨전화 회사들’과 AT&T로 분할한 1984년의 수정판결 그리고 1984년 영국통신(British Telecom)의 민영화는 기술발전과 대기업의 값싼 통신서비스 요구와 결합하여 통신산업의 글로벌화를 낳는 초기의 추진력이 되었다. 이…
