Ⅰ. 서 론
1. 연구의 목적
지방자치는 백성이 주인이 되기 위한 민주화와 사람이 사람답게 살기 위한 인간화를 확립시키기 위한 필요조건의 하나로서 지역사회 공동체를 통한 각 개인들의 가치실현과 밀접한 관계를 갖는다는 데 그 필요성과 중요성이 있다. 즉, 지방자치는 지역주민의 사회복지추구의 과정과 장치로서 파악되는 것이며, 이는 지역사회의 공통점을 기초로 한 인간화의 이념이라 할 수 있다.
그렇다면 지방자치가 실시되면서 주민의 복지가 증대되었을까 아니면 감소되었을까? 일반적으로 지방자치가 실시되면 지방정부가 복지정책을 증가시킬 것이라는 장미빛 기대를 걸거나 또는 그렇게 되어야 한다는 당위론적 주장을 하고 있는데 그 동안의 연구 결과들은 오히려 복지정책이 감소했다는 것이다.
이유는 첫째, 경제성장을 목표로 추구해야 하는 지방정부는 지방자치제의 도입에 따라 증대된 정책결정에 있어서의 자율성에 편승하여 경제성장을 도모하는 개발정책을 보다 확대하려는 경향을 가지고 있기 때문에 상대적으로 복지정책은 축소할 수밖에 없다는 것이다.
둘째, 지방자치제 하에서는 자기 관할구역으로서의 자본유입, 생산적 노동력의 …
