본문/내용
21세기의 새 천년을 맞이하면서 우리는 ‘디지털 경제’라는 새로운 세계경제구조에 직면하고 있다. 이미 기술 분야에서 패러다임을 뒤바꾸어 놓은 ‘디지털 혁명’의 물결은 연이어 개인의 일상생활에서부터 정부의 역할과 기능에 이르기까지 일대 변혁을 요구하고 있다. 이제 정보기술(Imformation Technolodgy), 지식기반경제(Knowledge-based Economy), 디지털 경제(Digital Economy)와 관련된 논의는 단순히 미래학자들의 담론이 아니라 현실경제의 중요부분으로 등장하고 있다.
‘디지털 경제’의 중요성은 80년대 말의 미국경제와 일본경제의 역전현상이 90년대 중반이후 재 역전되었다는 사실에서 가장 적나라하게 드러나고 있다. 일본의 통상산업성(MITI)은 1997년 5월 “디지털 경제를 향하여(Towards the Age of the Digital Economy)`라는 자기반성격의 보고서에서 양국 경제성과의 재 역전 현상의 이유 가운데 하나로 “정보기술의 활용에서 두 나라간의 차이”를 지적하였다. 그리하여 최근 일본과 유럽은 미국에 뒤질세라 정보고속도로의 건설에 박차를 가하고 있다.
우리 나라의 경우도 예외가 아니다. 현 정부는 이미 21세기 우리경제가 지향해야할 바람…
