장애인고용정책의변화와그수용에관한비교연구
본문/내용
장애인 고용 정책은 21세기에 들어 더욱 중요한 의미를 갖게 될 것이다. 의료 기술의 발전, 전쟁, 안전 사고, 노령화 등으로 인한 장애인의 증가는 현대 국가가 해결해야 할 중요한 과제임에 틀림없다. 장애인 고용 정책은 이러한 고질적인 문제를 해결 할 수 있는 하나의 대안으로서의 중요성을 갖는다. 이 논문은 한국과 미국의 장애인 고용 정책의 특성을 비교하여 향후 한국의 장애인 고용 정책에 교훈을 얻고자 하는데 의의를 두었다. 비교를 통해 알게 된 사실은 1)고용 대상이 되는 장애인에 대한 정의가 다르다는 것, 2) 장애인 고용 정책의 수립 과정에서의 미국의 장애인들의 역할이 매우 능동적이었다는 것, 3)미국은 정부와 기업의 부담을 증가시키는 고용 전략을 채택한 반면, 한국은 주로 기업의 부담을 강화하는 고용 전략을 채택하였다는 것, 4) 미국은 강력한 차별 금지의 집행을 통해 장애인의 권력감을 증가시킨 데는 기여하였으나, 한국은 장애인 고용율이나 인권 보장 분야에서 취약함을 보이고 있다는 것이었다. 그러나, 양 국가들은 실질적인 장애인 고용 부진, 고용주의 경제적 부담 증가, 실질적인 정부 투자의 부족 등을 공통적인 문제점으로 가지고 있었다.

장애인 고용 정책은 장애인의 취업 촉진과 정상적인 직업 생활이 가능하도록 정부가 시행하는 정책을 말한다. 장애인 정책(disability policy) 중에서도 매우 중요한 위상을 차지하는 장애인 고용 정책은 장애인의 독립적인 경제 생활을 가능케 하여 그들이 인간다운 삶을 영위할 수 있도록 하는 것을 목적으로 하고 있다. 그러나 신체적 또는 정신적 장애를 가진 사람을 고용하려는 사업자는 많지 않다. 비록 장애인…
