본문/내용
역사적인 6.15 남북정상회담 이후 동북아 안보환경은 급격한 변화의 물결을 타고 있다. 더구나 김대중 대통령이 노벨 평화상을 수상함으로써 한반도는 이제 냉전의 상징이 아니라 반세기 분단의 단절을 극복한 세계의 평화지역으로 전세계의 주목을 받고 있다. 한반도의 상황변화와 더불어 동북아 전체적으로도 이제는 평화체제로의 전환 가능성이 그 어느 때보다도 높아진 것으로 보인다. 그러나 이러한 장미빛 낙관론 이면에는 냉전의 상징인 한반도의 분단과 역내 국가들간의 복잡한 경쟁과 적대적인 관계로 인해 완전한 평화체제로의 이행을 낙관하기에는 수많은 난제들을 앞두고 있다.
이번 남북한 정상회담을 통해서 남북한간에는 현재까지 양자관계를 지배해온 적대적 대결상태를 종식시키고 평화공존의 새로운 패러다임을 받아들이는 데 공감대를 형성한 것으로 보인다. 물론 이러한 인식의 변화가 구체적인 정책대안으로 결실되어 실질적인 평화와 통일의 단계로 나아가는 데는 많은 어려움과 난관이 있을 것으로 예상할 수 있다. 평화체제 구축이라는 과제는 결코 쉽게 이룰 수 있는 것은 아니다. 평화체제 구축은 적대관계에 있던 국가들이 기존의 적대적 감정을 해소하고 상생의 원칙하에 서로의 존재를 인정하면서 갈등관계를 성공적으로 해결할 수 있는 제도적 장치를 마련하는 과정이다. 북아일랜드나 중동의 평화협정 과정만 보더라도 적대적 세력간에 평화를 정착시키는 데는 수많은 우여곡절과 장애가 있고, 또한 평화협상이 확고한 제도적 장치로 정착되지 않는 한 일시적 평화는 작은 어려움에도 쉽게 무너지고 마는 것이다.
