II. 에밀리아형 생산방식이란 무엇인가?
이 글에서는 [포스트포디즘]과 [에밀리아형 생산방식]이라는 용어를 구별하여 사용하고 있다. 포스트포디즘이 일반적인 ‘유연전문화’를 의미하는 개념이라면 에밀리아형 생산방식이란 일군의 소규모 기업들이 전문성을 유지하면서도 집단적인 협조관계를 통해 전략적인 부분에서의 규모의 경제를 유지하는 체제를 말한다. 따라서 포스트포디즘이 대기업을 중심으로 논의되는 개념이라면, 에밀리아형 생산방식은 소기업을 중심으로 한 유연전문화를 의미한다.
에밀리아형 생산방식은 세계시장을 대상으로 하는 역동적인 소기업형 생산방식을 지칭하는 것으로 이태리 중부의 에밀리아-로마나(Emilia-Romagna)지역에서 광범하게 관찰된다는 데서 유래하였다.
대기업에 의한 광범한 하청 고리로 특징 지워지는 [종속적 탈집중화]와 구별해 본다면 에밀리아형 생산방식은 [독립적 탈중심화]라고 정의될 수 있다. 브루스코와 세이블(Brusco and Sabel)에 의하면 에밀리아형 생산방식은 독립적으로 탈집중화한 소기업들이 고도로 혁신적인 기술에 의존해 독자적인 시장수요를 창출할 수 있는 단계에 도달한 상태를 일컫는 말이다. 따라서 이는 전통적인 장인생산이나 하청관계에 의존하는 [종속적 탈집중화]와 구별되는 개념이다. [종속적 탈집중화]의 경우 소규모 기업의 생산물과 서비스에 대한 수요는 궁극적으로 대기업의 투자 및 마케팅 전략에 의해 결정되므로 소규모 기업은 대기업의 판매 및 생산전략에 대해 매우 취약한 구조를 지닌다고 할 수 있다면, 에밀리아형 생산방식에 근거해 독립적 탈집중화를 이룬 소기업의 경우는 독자적인 시장적소(market niche)를 개발해 냄으로 해서 대기업에 대한 의존구조를 극복한다.
[종속적 탈집중화]와 [독립적 탈집중화] 사이에 내재적인 진화의 논리가 작용하는가 하는 질문은 좀처럼 대답하기 어렵다.
