베트남경제의 구조적 특징
저개발국의 경제개발 또는 공업화과정은 전통적인 농업부문에서 시장경제원리가 지배하는 공업부문으로 자원이 이전한다는 이중경제모델 Lewis(1954)의 이중경제모델에 의하면, 전통부문인 농업에서는 노동력의 과잉으로 한계생산성이 0이고, 인구 일인당 생산량이 농촌인구의 최저생활수준과 동일하게 된다. 이 때문에 공업부문의 한계임금이 농업부문의 평균임금보다 높다면, 농촌부문으로부터 무제한의 노동공급이 이루어지게 되고, 전통부문의 생산량은 변하지 않는다. 한편 공업부문은 이윤극대화의 원리에 따라 한계임금에서 고용이 결정되고, 자본축적과 이윤이 재투자되어 공업부문의 확대로 농촌으로부터 노동력이 지속적으로 이루어져 노동과잉으로부터 노동부족으로 전환되는 시점까지 노동이동이 급격히 이루어진다.
에 의하여 설명될 수 있다. 그러나 이행기 경제구조의 특수성은 계획경제기의 유산으로서 국영부문이 시장경제부문과 공존한다는 점에 있다. 이러한 측면에서 시장경제화(marketization)란 부문간 자원이동이라는 관점에서 볼 때 생산성이 낮은 농업부문 및 국영부문에서 생산성이 높은 민간주도의 비국영부문으로 노동이 이동되는 과정으로 볼 수 있다. Sachs & Woo(1994)는 이행기 경제구조를 크게 농업부문, 국영부문, 비국영부문으로 나누고, 생산은 노동투입량에 비례하며, 노동생산성은 농업이 가장 낮고 다음으로 국영부문, 민간부문이라고 할 수 있는 비국영부문이 가장 높다고 가정하여 민간주도의 비국영부문으로의 자원이동모델을 제시하였다.
이에 따라 이행기 경제구조는 농업부문, 국영부문, 민간부문으로 나누어지는 삼중경제적 특징을 갖고 있다고 할 수 있으며, 체제전환과정에서 시장경제화는 다음과 같은 두 측면으로 구분해 볼 수 있다.
