동구에서의 사회주의 해체와 동아시아 경제위기를 겪으면서 이른바 “중국 특색의 사회주의”의 미래가 관심을 끌고 있다. 중국 사회주의 개혁의 가장 큰 특징은 동구와 같은 급격한 사유화를 거치지 않고, 전통적 국유기업 부문을 온존시키고 있다는 점이다. 따라서 중국식 개혁 전략의 성패를 가늠하는 데서, 국유기업 부문의 성과는 중요한 의의를 지닌다.
지금까지의 연구에 따르면 지속적인 개혁의 결과, 중국의 국유기업 부문의 생산성은 꾸준히 개선되고 있으나 국유기업의 수익성은 악화되었다. 특히 1990년대 들어 국유기업의 적자가 급증하고 있다. 이 수익성 악화의 원인으로 기업의 성과와 유리된 과도한 임금지급, 개혁개방 정책에 따른 시장경쟁 강화, 과중한 사회적 부담 등이 주목받고 있다.
그러나 생산성 개선과 수익성 악화의 공존 현상에 대한 설명과 실증은 아직 불충분하다. 기존의 연구는 국유기업 적자가 급증했던 1990년대를 본격적으로 포괄하지 못하고, 제도적 환경이 매우 다른 다양한 소유형태 기업들 사이의 비교를 통해서 국유기업의 성과를 측정하는 경우가 많으며, 개혁 정책의 효과를 수량적으로 측정한 경우가 많지 않고, 관심 대상이 되는 특정 정책이 성과에 미치는 효과만을 따로 측정하는 경우가 많다.
따라서 본 연구는 1990년대를 대상으로 국유기업 부문 내에서 여러 개혁 정책들이 생산성과 수익성에 각각 미친 효과를 종합적, 수량적으로 측정함으로써, 생산성/수익성 괴리 문제에 보다 심도있게 접근하고자 하였다.
또 개혁 정책 변수들을 고려함에 있어, 중국 개혁이 “통합된(”配套“)” 개혁을 지향하고 있다는 점에 주목하였다. 그러한 통합은 개혁(이행)의 과제를 해결하기 위한 개혁전략과 그 개혁전략의 국유기업 부문에 대한 요구, 그리고 이를 수행하기 위한 국유기업 개혁 정책이라는…
