동아시아 발전국가의 등장
1950년대 이후 미국의 헤게모니(hegemony) 주도하에 재편된 자유무역환경은 동아시아와 라틴아메리카의 신흥공업국들(NICs)로 하여금 국제노동분업에서의 위치를 변화시키려는 신중상주의적 정책의 추진을 가능하게 만들었다. 특히 동아시아 신흥공업국들(한국, 대만, 홍콩, 싱가포르)은 일반적으로 수출을 위한 조세 인센티브, 자본재의 무관세 수입, 임금억제, 환율인하 등을 포함한 수출주도산업화전략을 채택했다(Deyo, 1987; Gereffi and Wyman, 1991). 1960년대 이후 동아시아 신흥공업국들의 경제는 급속하게 발전하였으며 국부(national wealth)의 지표인 일인당 국민총생산(GNP)이 선진산업국가들을 앞서기도 하였다. 더욱이 이들은 섬유산업 등 전통적인 노동집약산업 이외에 고급기술과 첨단기술이 필요한 완제품과 부품을 제조하기 시작했다.
동아시아의 신흥공업국들의 등장은 종속이론이 부적합하다는 것을 보여주는 중요한 증거가 되었다. 근대화이론은 역사과정에 대한 진화적 사고를 토대로 낙관적 발전론을 전제하고 종속이론은 제 3세계에서의 `저발전의 발전(development of underdevelopment)`에 관한 비관적 견해를 갖고 있었다. 두 이론의 양립적이고 이분법적인 가정은 자본주의 산업화를 통한 전 지구적 전환의 복잡하고 불균등한 본질에 의해 그 가치를 잃게 되었다.
전통적인 종속이론과 신제국주의(neo-imperialism) 이론은 기록적인 경제성장을 이룩한 아시아, 라틴아메리카 신흥공업국들의 경제발전 사례에 의해서 1980년대에 이르러서 이론적 적용성을 상실하게 되었다. 상당수의 라틴아메리카 신흥공업국들은 다국적 기업과 해외직접투자에 의존하여 경제성장을 이룩하였다. 동아시아국가들의 급속한 경제발전에는 국제무역과 수출주도산업화가 결정적 역할을 하였으며 이들의 경제성장 역시 상당부분 외국차관에 의존하였다.
