I. 서론: 연구배경 및 연구목적
지난 세기 동안에 국내외에서 여성운동은 눈에 띄게 성장해왔다. U. N.이 1975년을 세계여성의 해로 지정하면서 양성평등(gender equality)이라는 이슈는 전지구적 차원에서 제기되어 개별 국가의 정치, 경제, 문화적인 차이를 뛰어넘는 공통의 과제가 되고 있다. 여성운동은 거리에서 물러나서 정치제도로 이동해 가면서 구체적인 여성정책을 요구해왔으며, 여성의 정치적 대표성을 증가시키기 위한 할당제, 여성정당을 형성할 수 있는 가능성, 여성그룹들이 조직적, 재정적 자율성을 확보할 수 있는 노력들을 해 오고 있다.
지난 10 여 년 동안 우리나라에서도 인권, 평등, 삶의 질, 세계화, 지방화와 같은 많은 화두들이 던져졌다. 많은 경우 이러한 화두들은 사회운동이나 제도정치 내에서 정책담론으로 형성되었다. 이 과정에서 여성들 스스로가 국가를 여성문제를 해결하는 갈등과 협상의 장으로 인식하고 있으며, 이는 여성운동의 정책과정에 대한 적극적인 문제제기와 요구 활동으로 나타나고 있다.
이처럼 참가의 정치를 보여주고 있는 여성운동의 양상은 사회운동연구에서 사회운동 조직이 전개한 정치적 행동의 성공과 결과에 대한 의미를 개념화하는 작업을 활성화시켰다. 사회운동 이론들에서 운동의 성공은 정치적 결정과정에서 제도화된 통로에 접근하는 기회를 얻는 것(Costain, 1980; Staggenborg, 1989; Zald and McCarthy, 1979), 입법, 법정, 대중매체에 영향을 끼치는 것(Costain, 1980; Gamson, 1975; McAdam, 1982), 국가정책의 변화를 이루는 것(Freeman, 1979; Gamson, 1975), 대중운동의 전문화에 필요한 자원을 확보하는 것(Jenkins and Eckert, 1986; Staggenborg, 1989)을 들고 있다.
