AT&T(American Telephone & Telegraph) 즉 미국 전신전화회사는 1885년에 창립되었다. 이 회사는 창립된 이후 50여년간 전신 및 전화에 관련된 종합 서비스 공급업체로 10여개 이상의 국가들과 각종 합작관계를 맺으면서 발전해 왔다. 그러다가 20년대 이후로는 미국내 전신전화 사업과 관련된 분야에 사업을 집중하면서 커뮤니케이션 서비스 및 제품들, 그리고 네트웍 관련 장비와 컴퓨터 시스템을 제공하는 회사로 발전하게 된다.
미국시장에서 거의 독점적 지위를 향유하던 AT&T는 1984년 AT&T에서 7개의 RBOC들이 분할되어 독립하면서 새로운 경쟁환경에 직면하였다. 전신전화 사업의 탈규제화, 독점의 해체, 그리고 통신산업의 눈부신 기술혁신에 따라 통신 시장에 새로운 기업들이 속속 경쟁의 대열에 합류하게 된 것이다. 이에 따라 통신산업은 80년대 중반부터 격심한 경쟁 속에서 살아남아야만 하는 절박한 상황에 처하게 되었다. 새로운 환경에서 경쟁하기 위해 AT&T는 회사의 기술 및 조직 혁신을 통해 비용을 절감하고 경쟁력을 향상시키기 위한 피나는 노력을 전개하지 않을 수 없었다.
