독일경제의 고유한 특징은 무엇보다도 “산별 차원에서 사회화된 협조적 자본-임노동관계”와 “장기적이고 밀착된 산업-금융관계”로 표현될 수 있다. 이들 두 사회관계의 특징들을 검토함으로써, 이들이 독일경제의 높은 성과 및 분데스방크에 의한 통화정책의 제도적 조건으로서 어떻게 기능하였는지를 확인할 필요가 있다. 자본-노동관계의 특징들로는 무엇보다도 노사관계의 사회화를 들 수 있다. 개별 노동자와 경영자가 각각 노동의 공급자와 수요자로서 노동조건과 임금을 결정하는 파편화된 노사관계와 달리, 독일에서는 개별 노동자들을 대표하는 산업차원의 산별노조와 개별 자본가를 대표하는 사용자단체가 이러한 문제들을 단체교섭에 의해 해결한다. 이에 따라 개별 기업 수준의 문제도 산업 또는 국민경제라는 보다 넓은 시야 속에서 자리매김되고 처리될 수 있게 된다.
이와 관련하여 노동자들이 산별노조에 의해 대표된다는 점에 특히 주목할 필요가 있다. 산별노조(Industrial Organization)는 기업별 노조와는 달리 산업차원에서 대기업노동자는 물론 중소영세 사업장노동자·비정규직 노동자·실업자·직업훈련생 등도 조합원으로 포함하게 된다. 임금·근로시간·최저임금·직업훈련·실업급부·상여금·휴일 등 기본적인 근로조건에 대한 교섭은 전국규모의 산별노조에 의해 수행되며, 노동자가 사용자와 직접 체결하는 개별 근로계약이나 사업장단위에서의 근로계약이 차지하는 비중은 매우 낮다. 산별노조는 보다 많은 숫자의 노동자들을 대표하는 것을 통해 단체교섭과정에서 기업별 노조에 비해 훨씬 강력한 힘을 행사할 수 있으며, 특정 분파의 제한된 이해관계를 뛰어넘어 전체 노동자의 이해를 반영하고 대표할 수 있다. 생산성 향상의 성과가 노사간에 공유되고 또 상대적으로 적은 임금격차를 통해 노동자 내부에서 재분배될 수 있는 것도 산별노조의 기여 중 하나이다.
