새 정부는 고용보험제도와 공적부조제도를 개혁함으로써 사회안전망을 확충할려는 의지를 보였다. 동시에, 실업자에 대해서는 보조적인 조치로서 공공근로, 직업교육과 특별대부 프로그램을 채택하였다. 98년 1월 현재 실업급여대상을 10인 이상 사업장 근로자에게까지 확대하였으며, 3월에는 5인 이상 사업장에까지 확대하였다. 또한 10월에는 실업수당의 수혜대상을 일용직 근로자를 제외한 임시직 및 파트타임 근로자를 포함하여 모든 사업장에게까지 확대하였다.
또한 실업급여를 받을 수 있는 자격 요건도 완화되었다. 그리하여 실업그여 혜택을 받기 위해서 보험료를 납부해야하는 기간을 12개월에서 98년 3월부터는 6개월로 단축하였으며, 10월에는 3개월로 완화시켜 수혜의 대상을 확대하였다. 실업급여 수당도 많아져 3월에는 급여기간을 30일에서 60일로 늘렸다. 더 나아가 치솟는 실업에 더욱 효과적으로 대처하기 위하여 그 해 6월에는 실업율이 6%이상 유지될 경우에 한하여 급여기간을 추가로 60일 더 연장하는 “특별연장실업급여”제도가 도입되었다. 98년 10월에는 고용기간과 년령에 따라 다르긴 하지만 급여기간을 60일에서 210일로 다시 연장한 바 있다. 실업수당의 규모도 최소한 정부가 설정한 최저임금에 해당하는 임금을 받은 근로자는 지급 받은 임금의 70%를, 최대한 일당 35,000원까지 지급 받는 것을 기준으로 하였다. 그 결과 대체로 종전에 지급 받던 임금의 50%수준으로 향상되었다. 실업보험의 보험료율도 99년부터 월급여액의 0.6%에서 1.0%로 상향시켰다. 폭증하는 실업에 대응하기 위한 정책의 일환으로 보험료율을 인상시킴에 따라 급여수준이 상당히 개선되었으며 포괄적인 급여체계를 갖추는 방향으로 발전할 수 있는 기전을 마련하였다.
