전자감시기술에 대한 비판적 분석
1. 센서감시
센서감시에 대한 기술적 통제는 국가권력이 행사한다. 도로의 교통량을 센서로 감지하는 것이라든지, 위성을 통해 위치확인을 하는 것 등은 그 대표적인 예이다. 물론 도로의 교통량에 대해 매스컴이 이를 활용하여 시청자들에게 교통정보를 제공하고 있지만, 물리적인 기술의 인프라를 국가가 정비하고, 그 기술에 대한 통제력을 국가가 수행한다는 점에서 중앙집권적인 성격을 가지고 있다. 마찬가지로 위치확인시스템의 경우 자동차회사나 인터넷에서 디지털 지도를 제작하는 사람들에 의해 국가의 범주를 벗어나 상업적인 차원에서 진행되는 센서기술도 등장하지만, 궁극적으로 위성과 같은 통신인프라는 국가가 통제한다.
감시의 기술을 국가가 통제한다는 의미는 감시활동에 비중을 두면서 사회를 운용한다는 의미이다. 반면에 기술을 국가가 독점적으로 관장하는 것이 아니라, 민주적으로 통제한다면, 사회는 감시에 의존하면서 질서를 유지하지 않아도 될 것이다. 그러나 비판적 정보양식의 궁극적인 목적은 권력을 정체시켜 더 이상의 지배력 강화를 막는 데 있지 않다. 따라서 단순히 기술에 대한 민주적 통제력 회복에 그쳐서는 안 된다.
기술 외재적인 측면을 살펴보자. 센서기술을 통해 권력은 어떠한 효과를 창출할 수 있는가? 사회를 운용하기 위해 센서기술의 사용에 보다 많이 의존하게 되는가? 권력이 기술을 필요로 하느냐는 점을 살펴볼 필요가 있다. 다시 말해, 권력의 효율성이라는 측면에서 센서감시기술은 어떠한 방향으로 전개될 수 있느냐는 점이다. 위성을 통한 방식이건 교통센서방식이건 권력은 사회의 질서유지라는 명목으로 언제든지 이러한 기술을 감시기술로 활용할 수 있다.
