미국의 새천년 준비
지금 전세계가 새천년을 준비하기 위해 부산히 움직이고 있다. 일본은 수상 직속의 ‘21세기 일본의 구상’을 위한 자문기구가 구성되어 새천년의 비전과 전략을 짜고 있고, 영국은 밀레니엄 위원회가 구성되어 새천년을 맞이하기 위한 이벤트를 주관하고 있으며, 프랑스에서는 1994년부터 미테랑 정부가 설립한 ‘장기계획 일반총국’(CGP)이 새천년 국가전략을 마련해 왔다. 그러나 새천년에 대한 준비를 가장 잘하고 있다고 평가받는 미국에서는 정부주도의 체계적인 단일 준비기구를 갖고 있지 않다는 것이 우리 눈으로 보면 이상하게 느껴진다. 물론 백악관이 중심이 되어 국가적 관심을 이끌어내고 전체적인 조율을 하고 있으며, “Honoring the Past, Imagining the Future”(영예로운 과거를 존중하면서, 더 나은 미래를 상상하자)라는 슬로건도 갖고 있다. 그러나 정부주도의 체계적이고, 통합적인 새천년 준비기구는 존재하지 않는다. 미국은 역시 미국식으로 새천년을 준비하고 있는 것이다. 그리고 여기에 미국의 강점이 있다.
미국의 독특한 준비방식은 건국 이후 오랫동안 발전시켜온 다원적 민주주의를 반영하는 것이다. 다원적 민주주의는 미국이라는 거대하고 복잡한 나라를 원활히 움직이게 하는 가장 핵심적인 운영원리이다. 정치, 경제, 사회 등 미국사회의 모든 영역이 이 원리에 기초하고 있고 미국민 개개인들의 일상생활에까지 깊이 뿌리내리고 있다. 이처럼 뿌리깊은 미국의 다원적 민주주의는 미국민들이 새천년을 준비하는 방식에도 그대로 반영되고 있는 것이다.
미국의 새천년 준비는 연방정부를 중심으로 각 주와 지역정부들, 민간연구소와 단체들, 시민들의 참여를 통해 이루어지고 있다. 그리고 이러한 민·관·학간의 협조라는 특징은 몇몇 특별기구 혹은 자문기구들의 구성에서도 그대로 견지되고 있다.
