부패에 대한 인식과 의미의 다양성
논의의 명확성을 확보하기 위해서는 먼저 이 연구의 주제인 부패가 지니고 있는 제 특성들을 논의하는 것이 필요하다. 부패에 대한 보편적인 정의는 다소 차이는 있지만 대개 “특정 직무와 관련하여 권력을 부당하게 행사하여 사익을 추구하거나 혹은 공익을 침해한 행위”(윤태범,1993:18-24: Heidenheimer,1990:51-66)와 유사한 형태를 취하고 있다. 이러한 개념정의의 경향에서 보듯이, 부패에 대한 대부분의 개념정의는 “특정 개인의 행동”에 초점을 두고 있다. 즉 개인으로서의 특정인에게서 발견되는 불법부당한 행위를 부패로서 인식하고 있다. 물론 초점을 공직사회에 둘 경우, 특정인은 바로 공무원이라고 할 수 있다.
그런데 이와 같은 부패의 정의방식에도 한계는 있다. 예를 들어서 공무원 부패를 예로 들 경우, 공무원 개인을 대상으로 하는 정의를 하게 됨에 따라서 부패문제에 있어서 결국 일부만을 보게 하여 부패에 대한 편향적 판단을 하게 할 수 있다는 것이다. 공무원이 고립하여 존재할 수 없듯이 공무원 부패도 공무원 개인에 의해서만 발생할 수 없다는 것을 인식한다면 물론 공무원 단독으로 부패가 발생하는 경우도 있지만, 이와 같은 경우는 부패라는 용어보다는 범죄라는 용어가 대개 적용된다.
, 당연히 공무원부패를 정의함에 있어서 공무원 개인 수준에서만 초점을 두고 정의하는 것은 바람직하지 않다.
따라서 부패는 과정, 상태, 관계, 주체, 목적 등 다양한 요소의 다양한 성격에 의하여 형성되기 때문에, 부패에 대한 개념정의는 연구자의 목적에 따라서 다양해질 수 있다. 중요한 것은 부패에 대한 개념 및 속성에 있어서 (공무원 등과 같이) 개인이 차지하는 비중은 제한적이라는 것이다
