본 연구에서의 설문조사 대상지역은 강화도의 서남부지역으로서 행정구역상으로는 화도면과 양도면에 해당된다. 설문조사는 2000년 5월 29일에서 6월 19일 사이에 시행되었다. 조사대상인 지역주민은 화도면과 양도면에 위치하고 있는 중학생의 학부모가 그 대상이 되었으며, 설문조사는 이 두 면에 위치하고 있는 중학교 교사들의 도움을 받아 시행되었다. 화도면과 양도면에는 각각 1개교의 중학교가 있는데, 본 연구에서는 먼저 학교장과 담당교사에게 설문의 목적, 필요성, 주요내용, 조사방법 등을 설명하고 도움을 요청하였으며 두 학교 당국으로부터 허락을 받은 후에 설문조사를 시작하였다. 연구자는 설문조사 방법을 담임교사에게 충분히 설명하였으며, 담임교사는 학생들에게 설문지를 배부하고 각 가정의 학부모들이 설문지를 작성하도록 학생들을 지도하였다.
지역주민 대상 설문조사에서는 총 200매의 설문지가 배포되어 128매의 설문지가 회수되었으며, 그중 응답이 불성실한 설문지를 제외한 후 최종적으로 123매(응답률 63%)의 유효표본을 선정하였다. 설문지는 대상지의 환경(14문항), 관광개발에 대한 이용자의 지각(9문항), 만족도 관련사항(6문항), 관광개발의 수준과 혼잡도에 대한 지역주민 인식(2문항), 관광개발에 대한 지역주민의 의지 또는 기대 행위(9문항)에 관한 사항 등으로 구성하였으며 5점 리커트형 척도(Likert scale)를 사용하였다.
설문항목은 조사대상지에 대한 경제적, 사회문화적, 환경적 영향에 관한 지역주민의 태도를 측정한 선행연구(Lankford & Howard, 1994; Johnson, Snepenger, & Akis, 1994; Mason & Cheyne, 2000; Mathieson, & Wall, 1982)에 기초하였으나 본 연구에서 선정한 강화도 지역의 특성을 고려하여 부분적으로 변형하여 구성하였다.
