4. 탈북자 자영업의 실태와 문제점
우리 사회에서 탈북자들이 가시화된 것은 1990년대 초반부터이다. 따라서 탈북자들의 사회적응과정은 현재 진행중이며 어떠한 적응양식이 효과적인지를 판단하기 위해서는 좀더 시간을 두고 지켜보아야 할 것이다. 이런 상황에서 탈북자 자영업의 실태와 문제점을 논한다고 하는 것은 시기상조일 수 있다. 그럼에도 불구하고 현재 탈북자들은 자영업에 큰 관심을 보이고 있고 앞으로도 자영업에 참여하려는 사람들이 증가할 것이기 때문에 탈북자 자영업의 현 실태와 문제점을 파악하고 안정된 자영업 기반을 형성할 수 있는 방안들을 모색하는 것은 시기적으로 적절하다고 생각한다.
탈북자 자영업을 연구하면서 첫 번째로 해야 하는 과제는 자영업 참여율을 추정하는 일이다. 탈북자 전수조사가 이루어지지 않은 현 상황에서 우리가 의존할 수 있는 자료는 표본조사 자료이다. 이영일 설문조사자료와 통일부 설문조사 자료에 의하면 사업 또는 상업행위에 참여하고 있는 탈북자들의 비율은 8.4%에서 10.1%에 해당한다(<표 1> 참조). 그러나 이 수치들은 계산할 때 현재 경제활동을 하고 있지 않은 학생과 주부, 그리고 무응…(생략)
