1985년의 플라자(Plaza)합의도 일본의 해외직접투자를 가속화하는 중요한 계기가 되었다 (윤영관 1996, 119-129). 1980년대 초반 미국정부는 점증하는 대일 무역적자를 해소하기 위해 직접적인 무역압력뿐만 아니라 환율조정의 방법까지 동원하였고 결국 플라자합의를 통해 엔화가 급격하게 절상되었다. 이러한 환율압박은 일본의 투자가들, 특히 중견기업들로 하여금 저렴한 노동력을 찾아 동남아 지역으로 적극 진출하도록 만들었다. 그 결과 동남아 지역경제는 일본을 중심으로 수직적으로 통합되어 일종의 연성(軟性) 지역경제블럭이 형성되었다. 1980년대 말경에는 일본의 자본이 중국으로 북상하면서 한국과 대만도 동남아시아 지역에 대한 투자대열에 참여하기 시작하였다. 이처럼 미국의 대일(對日) 경제압력은 일본경제를 중심으로하는 지역경제권의 형성이라는 의도하지 않은 결과를 초래하게 되었다.4)
이와 함께 다국적기업 활동의 성격도 상당한 변화를 겪어왔다. 대체적으로 70년대까지는 주로 미국이나 소수의 선진국 기업들이 투자대상국 경제에 진입하여 100%의 지분을 가지고 소유권과 통제력을 행사하는 경우가 많았다. 지사의 생산방식도 주로 본사의 국내생산 패턴의 상당부분을 그대로 복사하는 방식의 수평적(horizontal) 투자 방식이었다. 그러나 80년대 초부터는 100% 소유방식보다는 조인트벤처나 여러 가지 다양한 방식의 기업간 동맹 형태가 가속화되었다. 또한 생산공정도 세분화하여 그중 일부를 지사에게 맡기는 수직적(vertical) 투자의 형태로 변화하였다. 기능적인 차원에서의 이러한 통합으로 규모의 경제(economies of scale)를 살리고자 했고 그 결과 다국적 기업내부의 본사와 지사, 그리고 지사와 지사간의 기업내부무역(intra-firm trade)이 급속도로 증가하였다 (Gilpin 1987, 253-54).
