세째, 정보가치 및 사회의 기축원리의 변화를 중요시하는 정의가 있다.
① 정보사회를 “노동방식이나 사람들의 생활양식, 가치체계, 관습, 사회제도 등이 정보와 지식, 그리고 컴퓨터와 통신망을 바탕으로 하는 정보기술에 의하여 새롭게 형성된 사회, 농경사회나 산업사회와 비교되는 개념”으로 본다거나(배규한, 1995: 356)
② “특정사회내의 정보유통량이 팽창함에 따라 그 정보를 효율적으로 처리·전달할 수 있는 정보기술의 고도화가 불가피해지며, 이에 따른 정보의 사회·경제적 가치가 높게 부여되는 사회”(전석호, 1995: 29)로도 정의하고,
③ 古賀(1972: 17)는 정보사회를 “공업화사회의 뒤에 오는 사회로서, 세계를 구성하는 ｢물질·에너지·정보｣ 중에서 정보가 가장 중요한 역할을 하게되는 사회”로 정의하고 있다.
④ Masuda(1980: 29) 역시 “물질가치가 아닌 정보가치의 생산이 사회의 형성과 발전의 원동력이 되는 사회”로 정의하고 있다.
⑤ Toffler(1980), Naisbitt(1982) 등의 미래학자들도 각각 ‘제 3의 물결(The Third Wave)’, ‘거대한 조류(Megatrend)’ 등의 용어를 사용함으로써 사회의 기본적 원리가 바뀐다는 점을 강조하고 있다.
이들 정의는 정보사회의 특징들을 포괄적으로 포착하고 있다는 점에서 매우 유력한 것은 사실이나 역시 정보사회로의 변화가 어떠한 동인에 의해 일어나는 것이며, 특히 사회적 가치의 배분과정은 어떻게 변화되는 것인지에 대해서는 별로 말해주는 것이 없다는 문제를 가지고 있다.
한편, 정보사회의 정의라고는 할 수 없지만 정보사회의 개념을 몇가지 단계로 구분하는 입장도 있다. 예컨대 香山(1985: 47-51)은 정보사회를 수명주기(life cycle)에 따라 형성기, 발전기, 성숙기의 3단계로 나누고 있으며, …
