지난 30여 년간의 경제발전은 생산요소의 급속한 축적과 생산물의 수출 및 내수확대가 그 동력이었다. 교육받은 노동력은 거의 무진장하였다. 생산요소는 외국으로부터 자본도입을 통하여 조달하였다. 이를 위하여 정부의 계획과 지급보증 등이 주효하였다. 기술은 외자에 체화된 채 도입되었기 때문에 농업사회이었던 한국으로서는 부가가치 면에서도 급속한 발전이었다.
생산요소의 축적으로 생산한 생산물이 소비되지 않으면 축적은 지속될 수 없다. 다행이 수출과 내수가 순로조워 빠른 성장이 가능하였다. 여기에서도 정부의 수출지원 정책이 주효하였다. 수출지원책으로는 장기저리의 금융과 조세감면 및 원자재 도입시 관세면제 혹은 환급 등 각종 지원정책이 역할을 하였다.
생산과 수출의 주역으로 재벌의 역할이 두드러졌다. 이들 기업은 요소공급 및 진입장벽 등 정부의 특혜속에서 사업을 계속 확장하였기 때문에 정부-재벌주도형 성장이라고 할 수 있다.
이 과정을 보면 한국의 시장경제 형성에 정부의 역할이 중요한 것임을 알 수 있다. 정부는 경제계획을 수립하여 특정 산업을 지원하고 그 대가로 간섭을 하게 되는 정부주도형 모형이 정착되어 갔다. 정부는 산업별 기업별 지원 대상을 선정하여 금융 면에서 장기저리의 대출과 조세감면 그리고 전반적으로 임금억제 정책을 구사하여 지원을 하였다. 한국기업들은 정부지원으로 저임금, 저금리, 저임대료 등 요소비용을 낮출 수 있었고 여기에 조세감면으로 요소비용 등을 낮출 수 있었다. 이것이 경쟁력의 원천이 되어 시장점유율을 높이는데 대단히 중요한 역할을 하였던 것으로 평가된다. 정부-재벌 주도형 성장의 기제가 여기에 있었던 것이다.
시장에 의한 자원배분보다는 산업정책에 의한 정부주도적 자원배분이 지배하였다. 이 전통은 지난 30여년 동안 지속되어 왔다. 이러한 산업정책으로 재벌은 성장하였으나 시장의 자원배분 기능은 왜곡되었다.
