o 전자상거래가 유럽에서 활발하게 성장하도록 유도하고자 `97년 4월 “유럽의 전자상거래 전략(A European Initiative on Electronic Commerce)`을 채택하여 2000년까지 추진해야할 4가지 핵심분야 선정
- 4가지 핵심분야 중의 하나로 ‘전세계적인 시장의 접근 보장: 기반구조, 기술 및 서비스’ 분야 : 상호운용성 확보차원에서 표준의 중요성 강조
- `97.6 전자상거래 표준화 프로젝트 착수
o 전자상거래의 표준을 위해서 새로운 형태의 산업간 협력이 출현하고 있음
- 전자지불시스템을 포함한 다양한 종류의 전자상거래 관련 주요 기술에 대해서 전세계적인 환경에서 실질적인(de facto) 상호운용성을 확보하기 위한 노력이 이미 산업 수준에서 착수됨
※ 금융서비스 기술 컨소시엄(Financial Services Technology Consortium); 월드 와이드 웹 컨소시엄(World Wide Web Consortium) : 160개의 컴퓨터, 통신 및 컨텐트 기업들로 구성되어 있으며 전자지불시스템, 디지털서명의 분야에서 실질적인(de facto) 상호운용성을 보장하기 위한 일련의 활동을 추진 중에 있음

o 민간기업과 사용자들이 표준 사양 결정 과정에 참여하는 작업은 CEN, CENELEC, ETSI 등과 같은 유럽의 표준 기구들 내에서 혹은 이들과의 협조로 유연성있고 비상설적이며 개방적인 워크숍 체계를 통해서 확산
