순간 순간 삶과 죽음이 교차하는 경우에는 오직 자신과 가족의 생명을 지키는 것 이외에는 다른 생각을 할 수 없게 된다. 자칫 실수하면 즉각 죽음의 위험에 봉착하기 때문에 사람들의 관심은 생명과 안전에 집중되고 시야는 단기적으로 된다. 따라서 타인의 안전을 고려하는 것, 사회 전체의 공익을 생각하는 것, 장기적 시각에서 사태를 보는 것은 생각하기 어렵다.
이런 상황에서 가장 일반적으로 나타나는 사회 현상은 ‘기회주의’(opportunism)와 ‘행동의 무작위화’(randomization of behavior)이다 (O`Donnell, 1988: 20-22). 기회주의란 타인의 이익은 고려하지 않고 또 타인을 속여서라도 자신의 이익을 최대한 추구하는 현상이고, 행동의 무작위화란 행동을 규율하는 규범과 제도의 효력이 무력화되는 것을 뜻한다. 이렇게 볼 때 전쟁 시기에는 이 두 가지 현상이 동시에 나타나고, 또 어떤 힘으로도 제어할 수 없을 만큼 강렬하게 나타나는 것을 알 수 있다. 그 이유는 예컨대 남쪽으로 가는 피난선을 타느냐 못 타느냐의 문제에서와 같이 타인을 고려하지 않고 잽싸게 배를 먼저 타는 기회주의적 행동을 하는 경우 남이야 죽든 말든 그 개인에게는 목숨을 건지는 최고의 보상이 즉각적으로 주어지기 때문이다.
따라서 전쟁과 같은 절박한 상황에서는 규칙과 질서를 지키고, 타인을 배려하며, 공익을 증진하는 것 등은 아무런 의미를 지니지 못한다. 절대적 중요성을 가지는 것은 자신과 가족의 생명을 지키는 것뿐이다. 따라서 모든 사람이 극도의 이기성을 표출하게 되고, 그 결과 사회적으로는 엄청난 무질서와 불안정이 나타나게 된다. 남이야 욕을 할지 모르지만 피난선을 먼저 타고 이익을 먼저 확보하지 않으면 자신의 생명과 안전을 지킬 수가 없으므로 사회 전체적으로는 필연적으로 기회주의적 행동이 만연하고 정글의 법칙이 지배하게 된다.
