사회적 연결망을 명시적으로 가정하는 충원 메카니즘은 일종의 동원 메카니즘이라고 할 수 있다. 이 메카니즘에서는 운동을 시작한 사람들이 충원을 위해 의식적 노력하며, 충원을 위한 노력은 이전부터 존재해 온 사회적 관계에 의존해 이루어진다. 따라서 충원은 확산 메카니즘에서 가정하는 것처럼 지리적 근접성에 기초하기보다는 사회적, 개인적 근접성에 기초한다.
그림 3은 단일 연결망을 중심으로 동원이 이루어지는 메카니즘을 도식화한 것이다. 이 그림에서 도형들을 잇는 선은 행위자들 간의 관계를 의미한다. 초기 조건은 앞에서와 마찬가지이다. 오른 편의 결과는 사회운동의 주도자들과 관계를 지닌 사람들이 운동에 참여하게 되었다는 것을 보여준다. 이러한 연결망 효과는 이론적으로 몇 가지 해석이 가능하다. 우선 첫째, 연결망에 의존함으로써 의사소통이 보다 효과적으로 이루어질 수 있다. 뿐만 아니라 더 중요하게 연결망을 통한 소통은 세계관의 변화를 가져올 수도 있다(Kim and Bearman, 1997). 둘째, 사회운동의 위험부담이 큰 경우, 개인적 신뢰를 포함한 연결망에 의존함으로써 비밀과 보안의 유지가 가능하다. 셋째, 행위자들이 연결망 속에서 자리잡게(embedded) 됨으로써 합리적 선택이론에서 지적한 기회주의적 성향이 줄어든다. 넷째, 만약 개인들간의 연결망이 어떤 조직에 함께 관여(joint affiliation)한 결과 생겼다면 조직에 소속된 개인들은 효능감(efficacy)이 높을 것이고 높은 효능감은 사회운동에의 참여 가능성을 높일 것이다. 한 가지 주의할 점은 이러한 네 가지의 연결망 효과가 상호 배타적이지 않다는 사실이다.
