위에서 본 대로 정부의 제도적 능력을 제고시키는 데는 크게 보아 세 가지가 필요하다. 하나는 법이 지배하는 사회를 만듦으로써 정부기관의 자의적인 행동이나 관료의 부패를 막는 것이며, 둘째는 각종의 정부 기관들을 경쟁에 노출시킴으로써 효율을 높이는 것이고, 셋째는 다양한 민간단체의 참여와 권력의 지방이양을 통해서 국민의 요구에 더 잘 부응할 수 있는 정부를 만드는 것이다.
정부가 제일 기본적인 역할을 수행하는 것과 관련하여 제도적 능력을 제고시키는 것 이외에, 바람직한 경제정책에 대하여 살펴보기로 하자. 시장기구가 제대로 작동하게 만들며, 경제주체들에게 올바른 신호와 인센티브를 주기 위해서는 경제정책이 적절해야만 한다.
첫째로 경제정책은 거시경제적인 균형(macroeconomic equilibrium)을 이룩할 수 있어야 한다. 즉 금융, 재정정책의 건실한 집행을 통해 물가안정을 유지하며, 국제수지의 균형도 이룩할 수가 있어야 한다. 둘째로 각종의 가격왜곡(price distortions)을 제거해야만 한다. 과도한 임금, 낮은 이자율, 환율의 과대평가 및 공산품에 비한 농산품 교역조건의 악화 등을 피해야 한다. 셋째로 무역과 투자를 자유화하는 정책을 실시하는 것도 경제성장의 촉진을 위하여 필수적이다. 이를 위해 각종의 무역제한 조치를 철폐하여 개방체제를 지향하며, 기업의 투자행위에 대한 각종 간섭을 없애고, 외국인 직접투자의 도입도 활성화해야 한다. 넷째로 인간자본에 대한 투자 또는 교육투자를 확대하며, 아울러 각종의 사회간접자본 확충도 기해야만 한다.
