컴퓨터 소프트웨어와 교육용 소프트웨어의 차이점은 효과적인 교육활동을 보조하기 위한 교육용 소프트웨어 활용 목적에서 찾을 수 있다. 이런 점에서, 교육용 소프트웨어를 개발할 때는 활용 대상자나 사용자 또는 구체적인 활용 방법에 대한 보다 전문적인 고려가 필요하다 이를테면, 초등학교용 교육용 소프트웨어를 개발한다면 그것에 담길 학습내용은 물론이고 학습자의 특성과 학습환경이나 상황을 가장 잘 알고 있는 교사의 도움이 중요한 역할을 할 것이다. 특히, 교수설계나 시스템 분석과정에서 교사들의 아이디어와 현장 교수활동에서 쌓은 경험이 사용자 인터페이스 증진 전략에 크게 도움이 될 수 있다. 현장 교사의 아이디어와 경험이 함께 적용되어 개발된 교육용 소프트웨어는 교실 속에서 이루어지는 학습 상호작용이나 학생들의 학습활동 등을 효과적으로 반영할 수 있을 것이다. 아울러 교사들의 컴퓨터 이용에 대한 경험과 소양 및 활용 아이디어의 부족을 극복할 수 있다.
그러면 현장 교사가 어떻게 교육용 소프트웨어 개발에 참여할 수 있는가? 우선, 교사들은 지금까지 해온 것처럼 내용전문가로서 개발팀에 참여할 수 있다. 또 다른 역할은 시스템 분석가로서의 역할이다. 교육용 소프트웨어 활용 대상자인 학생들의 특성과 요구사항을 잘 알고 있는 시스템 분석가로서 이를 교수설계나 프로그래밍 과정에 잘 전달 할 수가 있다. 물론 모든 교사가 이에 해당하는 것은 아니다. 초등교육 현장에서 컴퓨터 관련 분야에 관심이 많거나 기능이 있는 교사들이 많이 있다. 그런 교사들은 여러 규모의 모임이나 단체를 만들어 교실에서 활용하는 작은 프로그램을 만들거나 전국적인 규모의 교육용 소프트웨어 공모전에 출품하는 프로그램들을 개발하기도 한다.
