4.1 우리나라에의 적용실태와 가능성
그 동안 우리나라의 물류산업은 진입, 가격분야에 대한 규제위주의 정책추진으로 경쟁력을 상실하여, 일부 대형업체를 제외하고는 기업이 요구하는 다양한 형태의 물류서비스를 제공할 수 있는 역량을 제대로 키우지 못하여, 기업이 물류아웃소싱을 추진할 수 있는 여건을 제대로 형성하지 못해 자가물류 위주의 물류활동구조가 초래되었다. 이러한 자가물류 위주의 물류활동구조는 기업의 고물류비 현상을 초래하였을 뿐 만 아니라 물류업체의 수익성도 저하시키는 `Lose-Lose`관계를 심화시켜 왔다.
최근 정부에서는 이러한 문제를 인식하여, 물류분야에 대한 규제완화 정책을 집중적으로 추진하고 있으며, 화물운송분야에서는 “화물자동차운수사업법”을 기존의 “자동차운수사업법”에서 별도로 분리하고, 진입 및 가격규제를 대폭 완화하는 등 물류업체의 시장참여와 서비스개발을 보다 용이하게 하는 물류산업환경을 조성하려는 정책을 추진하고 있다. 이러한 진입 및 가격규제의 완화는 향후 많은 신규업체의 시장진입이 가능하게 되어, 새로운 물류서비스의 개발과 화주에 대한 서비스경쟁이 촉진될 것으로 보여진다.
미국의 경우 1980년대 초반 운수산업 전반에 걸쳐 실시한 규제완화의 결과로, 물류산업의 생산성이 크게 증가하였을 뿐만 아니라 대 화주 제공서비스의 가격과 품질이 향상하여, ‘81년 GDP대비 17.9%까지 상승하였던 국가물류비가 90년대 중반 10.5%까지 감소되는데 크게 기여한 것으로 분석되고 있으며, 이러한 물류산업환경의 변화는 80년대 후반부터 제3자 물류서비스시장이 확대되는데도 크게 기여한 것으로 분석되고 있다(Delaney, 1994).
우리나라에서도 최근 전통적인 운송, 보관 등 단일물류서비스에서 벗어나 보다 종합적인 물류서비스를 제공함으로써 기업의 물류아웃소싱에 적극적으로 참여하려는 시도가 많이 일어나고 있다…
