1. 사례관리의 개념
사례관리는 서비스관리라고도 불려지는데, 이것은 개별화되어 있는 전문적인 다양한 서비스들을 클라이언트에게 효과적으로 연결해 주기 위한 서비스라고 할 수 있다. 1980년대 이후 사례관리를 중심으로 한 다수의 연구들이 진행되고 있고 점차 많은 기관들이 이것을 프로그램으로 채택하여 실시하고 있지만 아직도 사례관리의 정의에 대해 합의가 되어 있지 않다.특히 사례관리가 처음 시작된 미국의 경우를 보면 이에 관한 미전국회의 개최 이후 혹은 오코너(O`Connor)가 22개 기관에서 사례관리에 관한 비교분석을 한 이후에도 사례관리가 무엇인가에 대한 논쟁은 해결되지 않고 남겨져 있는 상태이다.
오코너는 이에 대해 사례관리는 사회사업의 핵심적인 기술 중 하나로 인정될 수 있다고 결론지었으며, 분명한 것은 사례관리자들은 그들이 돕고 있는 사람들의 실제적인 문제에 촛점을 두는 것이라고 했다. 또한 그들의 주된 목적은 이러한 문제들에 체계적으로 접근하여 해결책을 찾거나 혹은 클라이언트가 자신의 문제를 해결하도록 돕는 것이라고 했다.
